Bank of Cyprus big savers to lose up to 60 percent

NICOSIA, Cyprus (AP) ? Big depositors at Cyprus' largest bank may be forced to accept losses of up to 60 percent, far more than initially estimated under the European rescue package to save the country from bankruptcy, officials said Saturday.

Deposits of more than 100,000 euros ($128,000) at the Bank of Cyprus will lose 37.5 percent in money that will be converted into bank shares, according to a central bank statement. In a second raid on these accounts, depositors also could lose up to 22.5 percent more, depending on what experts determine is needed to prop up the bank's reserves. The experts will have 90 days to figure that out.

The remaining 40 percent of big deposits at the Bank of Cyprus will be "temporarily frozen for liquidity reasons," but continue to accrue existing levels of interest plus another 10 percent, the central bank said.

The savings converted to bank shares would theoretically allow depositors to eventually recover their losses. But the shares now hold little value and it's uncertain when ? if ever ? the shares will regain a value equal to the depositors' losses.

Emergency laws passed last week empower Cypriot authorities to take these actions.

Analysts said Saturday that imposing bigger losses on Bank of Cyprus customers could further squeeze already crippled businesses as Cyprus tries to rebuild its banking sector in exchange for the international rescue package.

Sofronis Clerides, an economics professor at the University of Cyprus, said: "Most of the damage will be done to businesses which had their money in the bank" to pay suppliers and employees. "There's quite a difference between a 30 percent loss and a 60 percent loss." With businesses shrinking, Cyprus could be dragged down into an even deeper recession, he said.

Clerides accused some of the 17 European countries that use the euro of wanting to see the end of Cyprus as an international financial services center and to send the message that European taxpayers will no longer shoulder the burden of bailing out problem banks.

But German Finance Minister Wolfgang Schaeuble challenged that notion, insisting in an interview with the Bild daily published Saturday that "Cyprus is and remains a special, isolated case" and doesn't point the way for future European rescue programs.

Europe has demanded that big depositors in Cyprus' two largest banks ? Bank of Cyprus and Laiki Bank ? accept across-the-board losses in order to pay for the nation's 16 billion euro ($20.5 billion) bailout. All deposits of up to 100,000 are safe, meaning that a saver with 500,000 euros in the bank will only suffer losses on the remaining 400,000 euros.

Cypriot officials had previously said that large savers at Laiki ? which will be absorbed in to the Bank of Cyprus ? could lose as much as 80 percent. But they had said large accounts at the Bank of Cyprus would lose only 30 to 40 percent.

Asked about Saturday's announcement, University of Cyprus political scientist Antonis Ellinas predicted that unemployment, currently at 15 percent, will "probably go through the roof" over the next few years.

"It means that (people) ... have to accept a major haircut to their way of life and their standard of living. The social impact is yet to be realized, but they will be enormous in terms of social unrest and radical social phenomenon," Ellinas said.

There's also concern that large depositors ? including many wealthy Russians ? will take their money and run once capital restrictions that Cypriot authorities have imposed on bank transactions to prevent such a possibility are lifted in about a month.

Cyprus agreed on Monday to make bank depositors with accounts over 100,000 euros contribute to the financial rescue in order to secure 10 billion euros ($12.9 billion) in loans from the eurozone and the International Monetary Fund. Cyprus needed to scrounge up 5.8 billion euros ($7.4 billion) on its own in order to clinch the larger package, and banks had remained shut for nearly two weeks until politicians hammered out a deal, opening again on Thursday.

But fearing that savers would rush to pull their money out in mass once banks reopened, Cypriot authorities imposed a raft of restrictions, including daily withdrawal limits of 300 euros ($384) for individuals and 5,000 euros for businesses ? the first so-called capital controls that any country has applied in the eurozone's 14-year history.

The rush didn't materialize as Cypriots appeared to take the measures in stride, lining up patiently to do their business and defying dire predictions of scenes of pandemonium.

Under the terms of the bailout deal, the country' second largest bank, Laiki ? which sustained the most damaged from bad Greek debt and loans ? is to be split up, with its nonperforming loans and toxic assets going into a "bad bank." The healthy side will be absorbed into the Bank of Cyprus.

On Saturday, economist Stelios Platis called the rescue plan "completely mistaken" and criticized Cyprus' euro partners for insisting on foisting Laiki's troubles on the Bank of Cyprus.

When bankers, industrialists and their lobbyists talk about debt, they have state debt in mind. When politicians of powerful states talk about debt, they have the debt of less powerful states in mind. This is how the concentrated power of money and politics push countries like Ireland, Greece, Italy, and now Cyprus, toward the precipice of collapse, force changes of government and the sale of public assets to foreign creditors. That a debt problem exists in these countries is beyond doubt. Yet this is not just a problem of public, but also of private indebtedness. Indeed other countries, among them some of Italy's and Greece's creditors, are themselves even deeper in the red.

In 2009, the year of the global economic crisis, the debt-to-GDP ratios of Greece and Italy were 243 and 315 per cent, respectively. This comprises not only state debt but also the accumulated debts of industrial and financial corporations, as well as that of households. In other words, in order to free itself from debt, the entire net production of the Greek economy of the next two and a half years would need to flow into debt servicing. In Italy more than three years of economic production would be required exclusively for debt reduction. This is of course not possible. Even the austerity commissars in Berlin, Brussels and Paris realize that at a minimum necessary repairs to capital stocks and infrastructure must be undertaken, if the repayment of outstanding debts is not to come to a standstill.

For the same reason, workers must at least receive some minimal payment for their labour, and, in any case, the profits of Greek and Italian capitalists are not being targeted for elimination. Accordingly, only a portion of current production can be put toward debt reduction. Even the sale of state assets contributes little to this end since the market for such assets at a time of debt crisis is glutted and the going prices are correspondingly low. That all the efforts at savings and austerity contribute little to reductions in debt is of course also due to the fact that such measures lead to reduced demand and with it to further contractions in the economy. Value creation, from which the largest portion of debt service must be diverted, is reduced.

The 2009 recession in Greece, due not the least to a considerable expansion in state expenditure, resulted in a relatively mild economic contraction of -3.2 per cent. In Germany economic growth contracted by -5.1 per cent. While most countries of the capitalist north once again recorded slightly positive economic growth in 2010, the austerity measures decreed by the EU and IMF drove the Greek economy further downwards: -3.5 per cent in 2010, -2.8 per cent in 2012, and for this year a contraction of -5.1 per cent is predicted. It is to be expected that these estimates will be revised further downwards.

Haircuts?

In view of such dim prospects, demands for a debt haircut are also being heard from creditor circles. Indeed it's better to write-off a portion of outstanding debt while still being able to pocket repayment and interest on the rest, than to risk state bankruptcy and lose it all. The latest rescue package agreed upon by the EU for Greece, that is to say, for its creditors, even provides for debt relief of 50 per cent. Though concretely on this score, in contrast to the required budget cuts also negotiated, debt relief is still not in the cards. One reason why is that private creditors are still haggling over the assistance from state coffers granted by German Chancellor Angela Merkel and former French President Nicolas Sarkozy. So long as this keeps working for them, any planned debt relief transforms into a detour of debt servicing from Greece to the taxpayers of Germany and France ? for the benefit of Deutsche Bank, Soci?t? G?n?rale and Co.

With corresponding demands the bankers are creating the type of debtor liability within the Eurozone, which according to the Maastricht Treaty ? the blueprint for European monetary union ? was not at all to be permitted, and against which right-wing populist politicians zealously shriek. Finance capital, which Europe created in the 1980s in the name of free trade and democracy, is fostering a right-wing populist surge, which promises to halt the transfer of debt from one country to another in the name of national sovereignty.

Debt Redistribution

A hopeless undertaking, to say the least. Compared to the total debts accrued during the decades of neoliberal capitalism, the state debts of Greece and Italy look rather modest. A few figures help to illustrate the point. Japan's debt-to-GDP ratio was 471 per cent in 2009, for the United Kingdom it was 466 per cent, of which 194 per cent comprised that of the financial sector, for France it was 323 per cent, for the United States 296 per cent, and for Germany 285 per cent. As noted above, Greece's debt-to-GDP ratio stood at 243 per cent. If we take a glance at the growth of this mountain of debt over time, it becomes clear that this mountain cannot be paid off. In 1980, at the beginning of the neoliberal era, Japan's total indebtedness was 244 per cent of GDP, ten years later it was 391 per cent; Japan's economy has been stagnant since the start of the 1990s but its debt load increased to the already indicated level of 471 per cent. Instead of debt reduction, a redistribution of debt has taken place in the last decade. While private households, industrial and financial corporations managed to reduce their share of total debt, the portion of state debt has steadily increased.

To take another example: during the twenty years of Japanese stagnation China recorded economic growth rates of between 7 and 14 per cent. Yet even these world record growth rates sufficed only to prevent debt levels from increasing further. In 2000 they stood at 156 per cent of GDP, in 2009 they were at 159 per cent. Compared to other countries this is a very modest level. When we consider however that it was only in the 1980s that China set out on its long march toward capitalism, when the older capitalists in other countries had already laid the foundations for the accumulation of debt, this 159 per cent also appears in a different light.

However we may wish to twist or turn it the fact remains that in neoliberal capitalism, though the talk is of debt reduction, the actual practice has been the accumulation of debt. As long as stock markets continued their upward trajectory this fact could be concealed, or rather, sugar-coated. The more credit that one took on, the more stocks and financial securities one could buy. Rising stock markets were taken as proof of growing wealth. That the increase in the prices of stocks and financial securities was, in the first instance, the result of credit-financed demand for such investments; and secondly, at best an expression of the increasing creation of value (economic growth), disturbed no one in the heat of the stock market surge. Debt service? Not a problem. One could simply borrow against the rising value of stock market wealth and with this money meet every payment obligation ? at least until things become too hot for some banks and they demanded higher interest for further credit. At this point the demand for credit for the purchase of stocks and financial securities collapsed, as well as the readiness of banks to extend such credit. All at once borrowers ? be they private companies, households or the state ? realized that their wealth and income no longer sufficed to fulfil their existing payment obligations. This realization struck at the beginning of the crisis as incomes sank, and attempts to meet debt service obligations with money raised from the sale of assets failed, as all at once the entire world tried to hawk its junk assets. Only the bold absorption of new loans by the paternal state, and the stated promise to service outstanding loans with tax money as required, prevented the total collapse of the global economy; or rather, confined the economic crisis to smaller countries like Greece.

Chill Out Room

The shaken power of money and politics has now reached the point where it knows that the extension of austerity ? la grecque to the rest of the world would lead to global economic collapse, but it is nevertheless at a loss for ideas. A few audacious individuals dream of a new stock market rally. The transformation of state debt into tradable securities, as was discussed in the context of the euro rescue package under the term ?leverage,? points in this direction. Yet the mood is not conducive to inspiring any partying. Most investors are taking their money, which was rescued with state credit and guarantees, off the dance floor of the stock market and into the chill out room. A few stalwart Keynesians are calling for inflation to help reduce debt. But the investors in the chill out room would quickly awaken and demand monetary policies that defend the value of their money; yet nevertheless the total value of their assets already suffered greatly from the crisis. If they were to start screaming bloody murder at the slight loss in value a 5 per cent inflation rate would bring with it, their approval for further debt haircuts is certainly much less to be expected. They would much rather freeze their assets, that is to say, withdraw them from financial circuits than to have them pruned by finance ministries. Outside of these circuits, which after all open access to the surplus values produced annually, these assets are indeed worth nothing, but unsettled investors do not wish to think so far ahead.

The rest of society however might want to take a chance on this. If private financial circuits are unreliable at best, and at worst they collapse and real economic growth gets buried under a stack of newly worthless financial assets, then it is time to build an economy independent of private financial wealth. A first step in that direction would consist in the socialization of the financial sector so that access to financial resources for investments in socially necessary economic sectors no longer depend on the hopes for profit, and the fears of collapse of the holders of private wealth.

One problem with this is of course that sections of the working-class, particularly in the Anglo-Saxon countries where pension contributions flow entirely into financial markets, will be as unenthusiastic about a socialization of the financial sector as the richest ten thousand. Those who prohibit reductions in pensions in the name of socialism, but want to adhere to the idea of debt relief, must also discuss the equitable distribution of socially produced wealth. Socialism in one sector, indeed in one as important as the financial sector, will not work; except as the first step to a socialist transformation of production and distribution of socially necessary goods and services. Until the way there is found, the sword of Damocles of the next financial crisis hangs over Athens, Rome and the rest of the world. ?

NYC appeals ruling striking down soda size limit

(AP) ? New York City is asking appeals judges to reinstate a ban on supersized sodas and other sugary drinks, which was struck down by a Manhattan judge the day before it was to go into effect.

The city had vowed an appeal and said Thursday that lawyers had filed it late Monday.

In his decision on March 11, State Supreme Court Justice Milton Tingling said the 16-ounce limit on sodas and other sweet drinks arbitrarily applies to only some sugary beverages and some places that sell them.

"The loopholes in this rule effectively defeat the stated purpose of this rule," Tingling wrote in his ruling, which was seen as a victory for the beverage industry, restaurants and other business groups that called the ban unfair.

In addition, the judge said the Mayor Michael Bloomberg-appointed Board of Health intruded on the City Council's authority when it imposed the rule.

In its appeal, the city disputed those points.

"The rule is designed to make consumption of large amounts of sugary drinks a conscious and informed choice by the consumer," it said. "Thus, although a consumer is free to consume more than 16 ounces by ordering a second drink, getting a refill, or going to another store, he or she will be making an informed choice."

The city also said the Board of Health had legislative authority, and "is empowered to issue substantive rules and standards in public health."

Said American Beverage Association spokesman Christopher Gindlesperger, referring to the initial decision overturning the ban, "We feel the justice's decision was strong and we're confident in the ruling."

Also on Thursday, the city announced that other organizations had filed legal briefs in support of the city's appeal. Those organizations include the National Alliance for Hispanic Health and the National Association of Local Boards of Health, as well as 30 others.

Bloomberg has made public health a cornerstone of his administration, from requiring calorie counts to be posted on menus and barring trans fats in restaurant foods.

Texas longhorns trace their ancestry to the cattle that Christopher Columbus brought to the New World in 1493. Those first bovine immigrants were long thought to be descendants of taurine cattle, which are European cattle (Bos taurus) originally domesticated from wild aurochs in the Middle East about 10,000 years ago.

But a new study shows that longhorns and two other New World cattle breeds also carry a genetic legacy from indicine cattle (Bos indicus), an independently domesticated lineage from Pakistan.

David Hillis of the University of Texas at Austin and colleagues analyzed genetic variants from 58 breeds, including Texas Longhorns, Mexican Corriente and Colombian Romosinuano cattle. Those three breeds had a pattern of variation suggesting both taurine and indicine cattle contributed to their pedigrees, the researchers report March 25 in the Proceedings of the National Academy of Sciences. That could mean that Columbus imported cattle from Northern Africa, where herds often have mixed heritage.

Genetic contributions from indicine cattle may account for the longhorns? famed drought tolerance and disease immunity, Hillis and colleagues suggest.

Cricket covers about a third of the U.S. population with its own 3G network. Where it doesn't have coverage, it uses Sprint's 3G network. Its 4G LTE network is currently available in Atlantic City, Las Vegas, Philadelphia, Phoenix, Tucson, Wilmington, and a whole bunch of Texas cities.

Cricket and Sprint run the slowest 3G networks out there right now, with speeds generally below 1Mbps. Cricket's 4G LTE network, on the other hand, is pleasantly fast, zipping along with 5-8Mbps downloads and 2-5Mbps uploads when I tested it in Las Vegas in January.

The carrier has three plan levels: a $50/month, 1GB basic plan; a $60/month plan with 2.5GB of data, tethering, and unlimited international messaging; and a 5GB/month, $70 plan. In the no-contract world, MetroPCS and Virgin charge less and T-Mobile charges about the same. T-Mobile and MetroPCS also have truly unlimited 4G plans available, which Cricket doesn't have. They all have better 4G coverage than Cricket, but their competing phones tend to cost more up front.

Pricing, Comparisons, and Conclusions
The Samsung Galaxy S III is Cricket's best smartphone, by a long shot. Both the phone's quality and its pricing contribute to this. Cricket has three LTE phones: the Galaxy S III, the HTC One SV, and the LG Optimus Regard. Discard the Regard; at $229, it's too expensive for its cramped, low-resolution screen.

That leaves the Galaxy S III and the One SV. They're both very good phones; the One SV has Cricket's unlimited Muve Music and costs $100 less, both solid arguments. It's also great-looking and fits better in smaller hands. The Galaxy S III, on the other hand, has a faster processor, better camera, and nicer screen. It's a top-of-the-line, no-compromise experience. (What of the iPhone 5 and iPhone 4S, you wonder? They don't have LTE on Cricket, and the iPhone 5 costs more at $449.99.)?

If you're looking to save money on a basic smartphone experience, the HTC One V ($139.99) is a good option. It's much slower, lacking both 4G and a fast processor, but it has a decent screen and runs Cricket's Muve Music software. Catastrophic loss of Cambodia's tropical flooded grasslands

Mar. 14, 2013 ? Around half of Cambodia's tropical flooded grasslands have been lost in just 10 years according to new research from the University of East Anglia.

The seasonally flooded grasslands around the Tonle Sap, Southeast Asia's largest freshwater lake, are of great importance for biodiversity and a refuge for 11 globally-threatened bird species. They are also a vital fishing, grazing, and traditional rice farming resource for around 1.1 million people.

Research published today in the journal Conservation Biology quantifies for the first time the area's catastrophic loss of tropical flooded grassland.

The grassland area spanned 3349 km? in 1995, but by 2005 it had been reduced to just 1817 km? -- a loss of 46 per cent.

Despite conservation efforts in some areas, it has continued to shrink rapidly since, with a further 19 per cent lost in four years (2005-2009) from the key remaining grassland area in the southeast of the Tonle Sap floodplain.

Factors include intensive commercial rice farming with construction of irrigation channels, which is often illegal. Some areas have also been lost to scrubland where traditional, low-intensity agricultural activity has been abandoned.

The research has been led by Dr Charlotte Packman from UEA's school of Environmental Sciences, in collaboration with the Wildlife Conservation Society Cambodia Program and BirdLife International. It was funded by the Critical Ecosystem Partnership Fund.

Dr Packman said: "Tropical and flooded grasslands are among the most threatened ecosystems globally. The area around the Tonle Sap lake is the largest remaining tropical flooded grassland in Southeast Asia. It is hugely important to both biodiversity and the livelihoods of some of the world's poorest communities. Our research shows that these grasslands are disappearing at an alarming rate.

"These unique grasslands are home to many threatened birds including by far the largest remaining population of the critically endangered Bengal florican -- the world's rarest bustard. This bird has experienced a dramatic population decline of 44 per cent in seven years due to the destruction of its grassland habitat. Other birds under threat in this area include sarus cranes, storks, ibises and eagles.

"Rural communities have been left vulnerable to land-grabbing and privatisation of -communal grasslands. Traditional, low-intensity use of the grasslands by these communities, such as burning and cattle-grazing, help to maintain the grasslands and prevent scrubland from invading.

"Intensive commercial rice production by private companies, involving the construction of huge channels and reservoirs for irrigation, is denying local communities access to the grasslands on which their livelihoods depend and destroying a very important habitat for threatened wildlife.

"This high-speed conversion and land-grabbing has intensified pressure on already threatened species and on the marginalised rural communities that depend on the grassland ecosystem.

"The loss of this entire ecosystem from Southeast Asia is imminent without immediate intervention. In 2009 only 173 km? of grassland were under some form of protection, but by 2011 even these protected areas were shrinking -- with 28 per cent lost to intensive cultivation.

"Flooded grasslands in Thailand and Vietnam have already been almost completely lost. Only a strong political commitment to protection and restoration can prevent the impending loss of the last major flooded grassland in Southeast Asia."

Researchers compared aerial photographs taken in 2005 with land cover maps from 1995 and 1996. They found that the greatest losses had occurred in the north and west and in inner floodplain areas. The least affected area was in the southeast of the floodplain.

They then collected habitat information from almost 1,000 points to establish the rate of habitat change between 2005 and 2009 in the largest remaining area of grassland. This showed that grassland in the key southeast area had declined from 923 km? to 751 km? in just four years. Almost all of this loss was attributable to either intensive rice cultivation, which had risen by 666 per cent during that period, or associated newly constructed reservoirs.

Dr Packman added: "Between 1995/1996 and 2005, the encroachment of scrubland was the major cause of grassland loss, due to a reduction in traditional, low intensity agricultural practices in the grasslands. Since 2005, intensive rice cultivation by private companies has rapidly become the most serious threat to these grasslands, destroying huge areas at a very alarming rate."

One runner dead, 30 hospitalized after half-marathon

A man in his 30s died and four people were put in medically induced comas on Friday after suffering heat stroke and dehydration while running a half-marathon in Israel.

The race was run in temperatures that climbed from the 70s at the 5:45 a.m. (11:45 p.m. Thursday ET) start but approached 90 degrees in less than two hours.

City officials and organizers of the Tel Aviv Gillette Marathon last week decided to postpone the full race until March 22 because the forecast called for temperatures approaching 100 degrees. The starting time of Friday's half-marathon was moved 30 minutes earlier.

Medical personnel said 60 people were tended to by ambulances and 30 were taken to hospitals. Twelve people were listed in critical condition early Friday, with four in medically induced comas, but the number in critical condition had dropped to two by Friday afternoon.

Paul Goldman, an NBC News producer and editor in Tel Aviv, ran the race and said he had no difficulties and was unaware of any problems until he had finished in 1 hour and 42 minutes. Many of those who collapsed were further back in the field, he said.

"After the race, when we finished and went to get water, the ambulances started arriving," Goldman said. "Then I started hearing more sirens. Here in Israel when you hear sirens, you can identify when it?s just one siren or whether it?s an incident. You could tell something was going on."

While Goldman said he was personally unaffected by the temperatures, he added that "everyone complained that it was very dry."

"I felt it was very dry from the start," he said. "You feel it in the lips and the mouth."

City officials held meetings before Friday's race and allowed it to go ahead after consultations with "the highest-ranking medical professionals," Tel Aviv Mayor Ron Huldai said in a statement.

"We will investigate and examine the event thoroughly and we will reach conclusions and learn the necessary lessons," he added. "We will also cooperate fully with any investigation that will occur regarding this matter."

The mayor noted that the race was run "under decent weather, according to all of the official opinions."

Goldman, who has been running for 15 years, said many runners, particularly Israelis, would not have had an opportunity to train extensively this year in hot weather.

"It was winter until literally a week ago," he said. "Everyone that has trained for the marathon, we were all running in rain conditions and training in pretty cold weather. Suddenly people who were training in the cold were running in the heat. Your body is not used to it."

BEIJING -- China's legislature formally chose Li Keqiang as premier on Friday, installing an English-speaking bureaucrat as the man in charge of the world's second-largest economy.

The largely rubber-stamp National People's Congress chose Li, 57, to replace Wen Jiabao.

Nearly 3,000 delegates gathered in Beijing's Great Hall of the People to vote on Li's appointment, putting the final stamp of approval on a generational transition of power.

Li drew only three no votes and six abstentions from the carefully selected parliament.

China's parliament named Xi Jinping as president four months after he took charge of the Communist party pledging reform. John Sparks, Channel Four Europe reports.

He rose and shook hands with Xi Jinping, who was elected president by the legislature on Thursday, as legislators applauded.

While Xi is the country's top leader, Li heads China's State Council and is charged with executing government policy and overseeing the economy.

A reformer?
As premier, Li is faced with one of the world's widest gaps between rich and poor.

"I believe that in this class (of new leaders), his intent to reform is quite strong," said Chen Ziming, an independent political commentator in Beijing. "He has a close relationship with reform-minded economists."

More than any other Chinese party leader until now, Li was immersed in the intellectual and political ferment of the decade of reform under Deng Xiaoping, which ended in the 1989 Tiananmen Square protests that were crushed by troops.

As a student at Peking University, Li befriended ardent pro-democracy advocates, some of whom later became outright challengers to party control.

His friends included activists who went into exile after the June 1989 crackdown.

"He has a better understanding of how Westerners think," a source familiar with China's foreign policy told Reuters.

Li, who has a degree in law and a doctorate in economics, will take the reins of an economy whose growth slowed in 2012 to a 13-year low, albeit at a 7.8 percent rate that is the envy of other major economies.

Both Xi and Li will need to deliver a blueprint to stabilize the real estate market. They need to do this quickly to calm a market in which real estate prices have soared 10-fold in major cities during the last decade.

Dissident beaten up
Across China, people are resentful of the widening income inequality gap.

China has 2.7 million U.S. dollar millionaires and 251 billionaires, according to the Hurun Report.

However, 13 percent of its people live on less than $1.25 per day, according to United Nations data. The average annual urban disposable income is just $3,500.

During his time in central Henan province from 1998 to 2004, Li was criticized by activists for helping to cover up the extent of an HIV/AIDS crisis there, when hundreds of thousands of impoverished farmers became infected through botched blood-selling schemes.

Leading dissidents, Hu Jia told Reuters he was detained in Henan, while Li was governor, for four days in 2002, when Hu was advocating for rural victims of AIDS.

"When the AIDS epidemic exploded, everything that Li Keqiang did was with the aim of covering it up," Hu said. "He didn't allow the ordinary people to go to Beijing to petition, meet the media, and didn't allow Aizhixing, the institute I was working at, [to] enter Henan to examine and report on the reality of the AIDS situation."

Hu said two state security officers beat and kicked him on Thursday till his head bled. He was summoned by police on a charge of "provoking quarrels and making trouble." The Dongcang police station, where Hu was held, could not be reached for comment.?

Prediction of seasonal flu strains improves chances of universal vaccine

Researchers have determined a way to predict and protect against new strains of the flu virus, in the hope of improving immunity against the disease.

Influenza is a rapidly spreading acute respiratory disease. Worldwide, annual seasonal epidemics of the flu result in 3-5 million cases of severe illness, and up to 500 000 deaths. A newly emerged virus can spread across 74 countries in 2 months.

The study led by the University of Melbourne with Monash University and international colleagues has found how to predict and potentially stop the mutating cells of the influenza virus, which escape our bodies' white blood cells (T cell) immunity.

Senior author, Associate Professor Katherine Kedzierska from the Department of Microbiology and Immunology at the University of Melbourne said the finding may lead to a new universal influenza vaccine to better protect against both seasonal and pandemic outbreaks.

This research, published in PNAS today, will also help researchers understand T cell immunity against other viral infections such as HIV, Hepatitis C and tumours.

"The introduction of a new influenza strain into human circulation leads to a rapid global spread of the virus due to minimal antibody immunity," Assoc Prof Kedzierska said.

"White blood cells called T cells are highly efficient in fighting influenza virus infection. Thus, established T cell immunity towards particular viral regions can provide 'universal' immunity against distinct seasonal and pandemic influenza strains.

"However, influenza viruses can mutate their genes to escape efficient T cells. This constitutes a major problem for a design of a universal vaccine.

In the current paper, researchers have unraveled how influenza viruses evade T cell immunity by introducing specific mutations within the viral proteins.

Professor Peter Doherty, a lead author of the study from the University of Melbourne said predicting and designing vaccines to protect against such mutants can promote T cell immunity.

"The studies suggested that an influenza vaccine that targets T cells and recognizes distinct virus strains could provide universal immunity against any future influenza strain," he said.

Police release photos and video of men using ... - Crime Blog


Dallas police have released?surveillance?video and photos of two men who they say have been using credit cards of a 78-year-old East Dallas woman who was killed over the weekend.

Police found Avanell Cowgill?dead?in her home at 11357 Earlywood Drive on Saturday, and have been seeking the public?s help identifying her killer(s).

One man, who has been spotted wearing different clothes in two stores, stands 6-feet tall and weighs about 250 pounds. The second man is about 5-foot-8 and weighs around 160 pounds. Police say they were driving an older model silver four-door compact car with a back right hubcap missing.

The video shows the first man, wearing a blue baseball cap and a tan hooded sweatshirt, walking through a Walmart. Police also released two photos of the second man wearing a black, yellow and red striped shirt.

Anyone with information on the persons-of-interest is asked to call the Dallas Police Homicide Unit at 214-671-3674.

Researchers from the research group in growth factors and cell differentiation at IDIBELL and the University of Barcelona (UB) have participated in an international study that has identified the genetic cause of developmental delay observed in Amish individuals in the USA. The research results have been published in the Journal of Medical Genetics.

Amish community

Amish is a religious community known for a simple and traditional style of life and for its reluctance to adopt modern amenities and technologies. The IDIBELL-UB researcher Jos? Luis Rosa explains that "in these communities there are high rates of inbreeding, making homozygous recessive diseases more frequent than in the general population".

Among the Amish community, the researchers have observed individuals with similar mental retardation observed in patients with Angelman syndrome: learning disabilities, speech impairment, movement disorders and characteristic behavioral patterns of hyperactivity. "We observed", explains Rosa, "that there must be a common genetic cause."

Genetic studies of fifteen individuals of Old Order Amish Community in Ohio identified a mutation in HERC2 gene. The result is an unstable protein that does not function properly.

Genetic counseling

These findings not only will be useful to study the pathophysiology of the retardation observed among members of the Amish community, but also will be a new tool in the field of genetic counseling.

"Individuals from anywhere in the world that have similar symptoms to Angelman syndrome but do not have the genetic mutation associated with the disease and are diagnosed as Angelman-like, could have the same gene mutation in HERC 2 observed in Amish, which could provide an explanation for the disorder, and genetic counseling to their families", explains the researcher.

Currently, the team lead by Jos? Luis Rosa is studying how this mutation works at molecular level and they are attempting to reverse in vitro the mutation in HERC2 and rescue the cell function. Rosa warns, however, "that we are very far from being able to apply a human gene therapy for this neurological disorder".

This study demonstrates for the first time the relationship netween the protein HERC2 and human diseases. Previously, the group of Jos? Luis Rosa had described the relationship between a point mutation in the HERC1 gene and neurodegeneration in mice. "Overall," says the researcher, "these studies demonstrate an important role of HERC protein family" in the pathogenesis of neuronal disorders.

Tapeworms cause two of the World Health Organization's 17 neglected tropical diseases; echinococcosis and cysticercosis. The team sequenced the genomes of four species of tapeworm to explore the genetics and underlying biology of this unusual parasite. As an adult it can live relatively harmlessly in the gut, but its larvae can spread through the body with devastating effects. The larvae form cysts in the internal organs or tissues of humans and other animals. These cysts proliferate or grow in the body, much like cancer. In some species this can cause complications such as blindness and epilepsy, with others it may lead to death.

"Tapeworm infections are prevalent across the world and their devastating burden is comparable to that of multiple sclerosis or malignant melanoma," says Dr Matthew Berriman, senior author from the Wellcome Trust Sanger Institute. "These genome sequences are helping us to immediately identify new targets for much-needed drug treatment. In addition, exploring the parasites' full DNA sequences is driving our understanding of its complex biology, helping the research community to focus on the most effective drug candidates."

Normally, researchers identify new targets for drugs to combat diseases by comparing a pathogen's genome sequence with the human host's DNA to find differences between them. This time, however, the team deliberately looked for similarities between humans and the parasite because both are multicellular and the tapeworm is evolutionarily similar to humans. By finding similarities, the scientists found targets that exploit the activities of existing drugs. Identifying treatments already on pharmacy shelves and approved for other uses should save time and money.

Many of the processes of these diseases parallel those of cancer tumours, suggesting that tapeworms could be susceptible to cancer treatments, such as suppressing cell division and preventing DNA replication. When the team compiled a list of most likely targets for drug treatment, many of them were the same targets as pre-existing cancer chemotherapies.

Combining biological knowledge with the full genome also revealed other promising targets for existing drugs. Over time, tapeworms have lost the ability to synthesise the necessary fats and cholesterol that are crucial for larvae development. Instead, they scavenge and modify them from their hosts. The most active genes in the tapeworm are central to this important scavenging process because they produce the proteins that bind fats or are the precursors of fatty acid binding proteins. Disrupting these proteins with current drugs may prove an effective treatment.

"We have developed new method to grow tapeworm cells in the laboratory and we're screening these cells against many of the potential drug treatments identified from the genomes," says Professor Klaus Brehm, co-author from the University of W?rzburg, Germany. "Given that so few successful treatment options are currently available, we hope that we will be able to identify and validate existing drug candidates, relieving the burden of this debilitating, overlooked disease."

As well as identifying targets that existing drugs could act on, the team discovered why other treatments have been unsuccessful. For example, targeting the acetylcholinesterases (enzymes present in the central nervous system) has been successful in treating malaria and fluke worms, but was ineffective against tapeworms. Analysing gene activity showed that the production of acetylcholinesterases is surprisingly low in tapeworm cysts, explaining why their disruption had no effect.

For one tapeworm species, the team managed to assemble essentially complete chromosomes. Surprisingly, this revealed a similar chromosomal organisation with the distantly related flukes. The quality and high level of genomic sequence in this study also enabled the team to examine the evolutionary genetic losses and gains of tapeworms, providing them with hundreds of potential drug targets and eliminating those targets that are unlikely to work against tapeworm infection.

"We need to take advantage of this genetic sequence data to find new and improved ways of coping with this problem that devastates much of the developed and developing world," says Professor Peter Hotez, Dean of the National School of Tropical Medicine at Baylor College of Medicine and Editor-in-Chief of PLoS Neglected Tropical Diseases. "Open access to these complete genomes will accelerate the pace in which we find alternative tools and treatments to combat tapeworm infections."

"Rhoda" actress Valerie Harper living "fully" despite brain cancer

NEW YORK (Reuters) - Actress Valerie Harper, star of the 1970s television comedy "Rhoda," says she is determined to "live each day's moments fully" despite a brain cancer diagnosis that doctors told her could bring death in a matter of days or in several years.

Harper, 73, who won four Emmy Awards for her signature sitcom role, said on NBC's "Today" show on Monday that the reality of her illness hit home "when I heard the word 'incurable.'"

"'Incurable' is a tough word, so is 'terminal,'" she said with a laugh. The interview, taped from her home in Los Angeles, marked Harper's first appearance on network television since she disclosed her cancer diagnosis in a People magazine cover story last Wednesday.

In that article, Harper said she learned in mid-January that she was suffering from leptomeningeal carcinomatosis -- cancer in the membrane of her brain -- and was given as little as three months to live.

In her televised interview with Savannah Guthrie of the "Today" show, Harper said her doctor told her she could live anywhere from a week, if for example she suffered a seizure, to a few months or even for several years, and that he had patients who had lived much longer than the prognosis.

Harper was a prime-time staple on U.S. television through most of the 1970s, first as the brassy but insecure neighbor Rhoda Morgenstern on the hit CBS sitcom "The Mary Tyler Moore Show." The character proved so popular that Harper was given her own spinoff series, "Rhoda," which ran for several more seasons on CBS.

"A lot of folks are calling (asking), 'Can I come by the house?' 'Are you in a wheelchair?', because they hear it as a death sentence, which it may be," Harper said on "Today." "But I'm not dying until I do. I promise I won't."

As to holding out hope against a seemingly grim fate, Harper, her voice hoarse due to a bout of laryngitis, said that beyond being hopeful, "I have an intention to live each day's moments, fully."

Harper recently completed a tour promoting her new autobiography "I, Rhoda" and starred on Broadway as Tallulah Bankhead in "Looped," for which she earned a Tony Award nomination.

Harper, who underwent surgery for lung cancer in 2009, said on "Today" that the disease she is currently battling is "very rare" and was "hard to detect because it was diffuse. It's all around. It's not in one lump."

She recounted feeling odd symptoms when she was working to take her "Looped" show on tour, noticing "this weird feeling in my jaw," adding, "I vomited for no reason and wasn't sick. And I thought, 'That's weird.'"

Despite the dire nature of her condition, Harper said she clings to hope.

"The thing I have is ... very rare and it's serious and it's incurable ... so far. So I'm holding on to the 'so far.'"
